Why is unreserve failing?

 Have a user reporting that when he tries to unreserve a PO he is getting the following error:  Procedure PSA_BC_XLA_PUB.Budgetary_Control returns an error without any details to the calling procedure PO_ENCUMBRANCE_POSTPROCESSING.execute_gl_call. Please contact your support representative.This is happening with POs that were created before the R12 upgrade.   I checked PSA: R12 Upgrade Date and it is in the correct date and format.  The one PO we are looking at is approved and closed and the total amount has been received.  The fund check settings are loosely set, just to notify.  There is no fund check restriction. We tried installing patch 13548425,
