Unable to change warehouse and getting error as "Invalid Location"

Hi,
We have Normal Sales Order (Not Internal sales Order) with 1 line.  Order is in Booked Status.

In the Shipment tab, it was SPO and trying to modify to "DTR".  It accepted the value and when trying to save, getting error as "Error: Invalid location."

I have added 2nd line manually to DTR and NOT getting any error.

Any idea, why am I getting the error (Screenshot is attached for reference)?
