Does "Change Owner" only really care about the party information and not locations?

We have an issue with our 12.1.2 instance whereby we cannot Change Owner and update locations easily due to having certain setups for ATO models so that item instances for both the base model number and the auto-created configured item number (through Configurator) are created and linked in Install Base. The issue with Change Owner for that is a long story. We are working the issue, but trying to find a feasible workaround in the meantime. My main question is - if we can Change Owner for just the party information for both the base model instance and its related
