Cannot modify Manufacturing Lookups Code Access Level in Oracle Inventory

All,
Is there a way to enable Manufacturing Lookups Code in Oracle Inventory if the Access Level is set to System. There are 3 values defined in the code i.e. Inventory, Supplier and Subinventory, they are all checked "Enabled in Lookups ->Manufacturing Lookups -> Enter Source Type -> and then the Codes. However, in the Organization Item form in Source-> Type-> it defaults to Supplier, Inventory and Subinventory are greyed out.
