No Left Hand Navigation Option in 8.1.1.10

I am using Open UI in Siebel 8.1.1.10 base install with Sample datbase through thick(Web)Client.

Logging into Consumer Sector.

I want to display the tabs down the left hand side of the screen instead of the top.

The option to show the tabs on the left hand side is missing in my install.

I go to User Prefrences -> Behavior -> there is no setting to control the navigation to 'tree'

Do I have the wrong version?
