Organization Location - Ship To Flag is Protected Against Update

Hello,
I am defining a new location which is only a Bill-To site, however when I try to remove the Ship-To and Receiving Site flags on the location record, I keep getting the message saying the field is protected against update. This location is only a Bill-To site and we do not want users to mistakenly selected on the PO. 

Has anyone encountered this issue before? See attached document for screen capture.
