Need help on setting up Customer Address

Hi,

I'm having problem when defining customer address . The country i choose is United State but in the State it is showing me the a list of only 5 states . How do i add them to the value sets. When i checked the query

[select * from ar_location_values where location_segment_qualifier like 'STATE' it gives me only 5 states of rows. Even in flexfield ->Value set i am unable to search HZ_US_STATES . Neither in the flexfield field under application Receivable i am able to find any values. Can any one help me to add the values.
