Does Confirm Receipt Workflow generated for Fully Received PO ?

Hi I am encountering an un expected kind of Issue. I just wanted to know Confirm Receipt Work flow is work only to notify the Buyer / Requester that he Receives that Much Quantity and that Much Remaining ??

For those PO who are being fully Received confirm receipt is not working but for those who are being partially Recived and comes under the Need By Date, the Requester Receives the Notification that he receives that much and that much is in the row ??
