OATS - Issues with database setup

I've installed OATS 12.2.0.1.288 on my system with default installation option (complete). Before this, I completely removed previous installations of Oracle Database 11gR2 and Weblogic Server 10.3.5. The installation went fine, but during the DB setup, I got a message saying "Action failed....". The following data was seen in the dbsetup.log:

java.sql.SQLException: java.sql.SQLRecoverableException: IO Error: The Network Adapter could not establish the connection
 at oracle.oats.tools.databaseconfig.model.Db.DBOperator.getSysConnection(DBOperator.java:77)
 at oracle.oats.tools.databaseconfig.model.Db.DBOperator.AlterProcessCount(DBOperator.java:260)
 at oracle.oats.tools.databaseconfig.ui.dbSetup.main(dbSetup.java:134)
Caused by: java.sql.SQLRecoverableException: IO Error: The Network Adapter could not establish the connection
