AP Check design via BI publisher - Is there a easy way to divide the page in rtf template into 3-equ

Our check stock is letter size with 3-equally portion, top, middle and bottom. Is there a easy way to divide the page into 3 exactly -equally portion in WORD? I have tried using tables however since there will be margin when printing, the three portion I draw using table still not exactly in same height. Anybody aware an easy way to do it?
