Product Actual Quantity field updatable

Hi,

"Actual Quantity" field (in batch details form-Product line) is available for update when batch status is "Completed". Is there any way to restrict it? (without personalizatio/Customization)? Why it is allowed to update when batch is Complete (not closed)?
