Loading and creating reports

I have created a new install (windows client-XP) of forms and report developer (11.2.0). After rectifying 'cannot create temporary file' I have not been able to load a report created in 10. I attempted to create one from from scratch and recieved a host of error messages:Java.lang.No Class Def Found
javax/servlet/jsp/tagext
REP-6203 Template file cannot be parsed
I have found a note (1323516.1) and a patch recommendation (10350787), but I am not sure that will help
