OCA Client Login Failed When Firewall Was Enabled on the Windows Box

OCA login fails with error:
Failed to initialize session due to OCA server connection failure.org.omg.CORBA.COMM_FAILURE: vmcid: SUN minor code: 203 completed: No on OCA_xxx.

In the Java Console, following messages were logged:

network: Connecting socket://: with proxy=DIRECT
network: Connecting socket://: with proxy=DIRECT
org.omg.CORBA.COMM_FAILURE: vmcid: SUN minor code: 203 completed: No

ASAP is 7.0.1.
