OSP Requisitions are not getting created

Dear all,

I am facing an issue regarding OSP requisitions, after enabling encumbrance OSP  requisition are not getting created. I had given encumbrance account at item level and also in WIP classes. I am attaching the error screen shot for OSP requisitions that are already crated.
