How to apply tax on sales order line based on Net ammount (i.e Before Discount)?

Dear All:

In Pakistan government just passed a law that from now on Sales Tax will be applied on List Price that is Before discount price. Now I would like to know how to setup a Sales tax so that sales tax will be applied on before discount rather than on after discount.
