Import/Export into CSV with leading zeros

I have created world writers to use the database export function of import/export to create a CSV files.  Some of our part numbers have leading zeros.  We have other item master category codes that have the same issue.  The category codes are two character fields with mixed alpha and numeric data.  However, some have leading zeros as well. 

When I open the CSV file with a text editor, such as notepad, the leading zeros are present for the part numbers and other fields.  However, when I open the CSV file using Excel, Excel suppresses the zeros.  How can I keep the leading zeros in Excel?
