PDC - "Applicable To" Not Populated?

I'm trying to create my first charge offer in PDC, however, the "Applicable To" drop-down is not populated, so I cannot create anything.

I've been looking through the documentation to see what should be populating that data, and it seems that either the SyncPDC utility should do it, OR I can hand-code an input file for the ImportExportPricing utility. The SyncPDC utility doesn't do it; in fact I can't tell if it's doing anything at all once it gets to the load phase.

Does anyone know how to get this configuration data populated properly in PDC?
