Cannot access all IB functionality from Order Management Super User responsibility menu in R12

We are in the process of upgrading from 11.5.10.2 to 12.1.3, and are having issues with the Install Base functionality from some responsibilities. 

We have the Install Base as a menu item on all of our Order Management Super User responsibilities.  Within Install Base, the submenu contains:

  1. Create Customer Item Instances (works)
  2. View and Transfer Customer Item Instances (gives error "You do not have access to Instance Search Page, Please contact System Administrator")
  3. Maintain and Transfer Systems (gives error "You do not have access to Systems Page, Please contact System Administrator")

Are there profiles or additonal settings in R12?  The same users, under Depot Repair Super User or Oracle Installed Base User can access all 3 functionalities.
