Why does the HTML display instead of Debrief Form in R12 even when CSF: Disable HTML Debrief Profile

Hi, we are in the process of upgrading to R12. We want to use the Debrief form instead of HTML. We have set the CSF: Disable HTML Debrief Profile at Site Level = Yes. However, when I navigate to

(N) US Field Service Manager R12 > Service Request > Service Requests > Create Service Requests > (I) Find > Enter Service Request Number 14268988 > (B) Search > (T) Tasks > (B) Debrief > HTML Page opens instead of the Debrief Form
