Recent Report is suddenly empty

Recent Report is suddenly empty on the carousel including the View Job Status.  The Recent Report drop down is also empty, but does include the View Job Status.  
Apps Release: 9.0 Tools Release: 9.1.0.1.  

Is this a known issue?  If so what are they fixes besides tool upgrade.  We do not want to upgrade tool releases.
