How do I create ODA related SR ?

Imagine my ODA is  not booting after infra patch and I need a fast response from ODA support team.
What are my current options using support site:

- I can use my ODA CSI, but this only allows HW related SR ( very specific like disks/CPU failures etc. )
- I can use my EE db CSI , but this is certainly not a db problem.

What do I miss here ?

Also a bit related to this question is that when we purchased ODA, the ODA CSI included support for oracle linux and oracle VM,
but after some time, this items disappeared from ODA CSI and now it only includes hardware warranty. Is this normal ?
