Has anybody been able to use R12 Tax Rules to simulate 11i Tax Groups?

Hi - I'm struggling to use R12 Tax Rules to simulate 11i Tax Group functionality.  On an invoice line, I want to be able to select a Tax Classification Code , e.g. MANITOBA, and have two taxes, PST and GST, calculated for the invoice line amount.

Any help would be greatly appreciated!
