Purchase Order Item LOV

In R12.1.3 the Purchase Orders form's Item field does not have an LOV.  The Item field validates that the item entered is purchasable but the user is not provided an LOV window that listed all the available items.  If we add a value set to the Inventory System Items key flexfield that has an independent set of values defined then the LOV is present in the PO form but we don't want to have to define the item in the list of values for the value set before we define the item.
Any suggestions?
