Report Business Service :: DownloadReport in Siebel 8.1.1.10 Fails with Error SBL-EAI-50228 File cou

 Here's the thing. 

We have upgraded our Dev system from 8.1.1.5 to 8.1.1.10. We have full Actuate Report functionality EXCEPT for the DownloadReport method of the Report Business Service, which no longer works. The workflow in which we call the method is supposed to retrieve a report from the Actuate report server and place it in C:\Temp (parameter TargetDirectory=C:\Temp) from where it is made an attachment to an asset, but the workflow returns an error dialogue that includes ("[2] File could not be created as the directory specified for the file creation is not valid.(SBL-EAI-50228)").
