How to stop all material transaction temporarily under Org level?

Hi Experts,
My customer has expectation that:

 - how to stop all material transaction temporarily (e.g. 2 or 3 days) under org level?

For example, for Org A, expected to stop all material transaction from 19th,Jun & 20th, Jun; then for Org B, expected to stop all material transaction from 21st, Jun & 22nd, Jun.

Hope could get your suggestions.
