Error while SIM launching

Hello,
I am getting these following errors while launching the SIM application.  I have checked the document "Why Does SIM Application Fail to Launch With "An Error Occurred Accessing ConfigServices. Please Contact Your =System Administrator" Exception? [ID 1486701.1]".  It has not solved my issue.  Please help me out.  it is very very urgent.  Everything is up and running.
