forcing sql baseline on a query

Hi community, can you please advise on how I can fix sql baselines.Our main query is using wrong index, which does a lot of user.

Optimizer is chossing the undesirable baselines , I have one base that is not fixed.

The one the optimizer is currently using the wrong baselines because it is fixed.

I will really appreciate any advised and explanation of why this may be happening...
