searching incident number in 12c

The notification of an incident results in a mail with various information.One is a link to the incident.

e.g.Associated Incident Id=49580

But I cannot this link to work
More importantly, I cannot find this incident in 12c. Howto find the incident?  I can do a search for ID, but then I have to provide a target name or type.
