fnd_flex_values_tl table ?

Hi Experts,

I came across the fnd_flex_values_tl  table. Noe this table joins on flex_value_id of fnd_flex_values_vl table and seems to have LANGUAGE column as the key one. Can you let me know how data gets inserted in this table from front end? Also for one flex_value_id how to setup multiple LANGUAGES?
