User password not expiring or locked after expiration

Hi All,

We are a Red Hat 5 Oracle 11.2.0.2 shop here. For my production users I have the verify_fuction11g enabled for complexity. I do have a user who is more than two weeks past their expiration yet the account is still open. I have checked the properties of my fuction and I have a life time of 90 days on there. In fact, in Enterprise Manager under the expiration date column, it says the account is should be expired on the 05/28/2013 yet its not. Can anybody tell me why or how to fix this issue.
