BI Publisher Install/1099s/Licence Fees

Folks,

I have a few questions about BI Publisher (formerly XML Publisher) and thought this forum may be the best place to have them answered, thanks.

My current configuration is EBS 11.5.10.2:
Oracle Application Manager OAM tells me XDO is “inactive”.

Abbr      Product Name   Status
ECX        XML Gateway    Installed
XDO       XML Publisher   Inactive

The ECX and XDO versions in the database are:
Patch     Bug_Number
XDO.H   3263588
4.5.0      3554613
5.0.0      3822219

In order to print IRS 1099s from EBS Accounts Payable module without preprinted 1099 stationary I need to install BI Publisher, correct?

Are there any license fees associated with BI Publisher?
