Unit of Measure Conversions

We are having trouble in purchasing with the way we have set up the unit of measure on some items.

What we want to do is this - or something close to it:

Set the min/max in each

Buy in package of 12, with the price being per package, not per each

Receive in package of 12

Store into inventory in each

Issue in each.

What configurations will give us this functionality?
