Could not intitialize WEM Context error

Hello,

Upon login to sites, Users are getting 'Could not initialize WEM Context' pop up and when you click OK, only the top portion of the sites with user name and sites bar appear on the screen. Any one has this issue before?

What causing this issue? We have CAS cluster with weblogic app server
