FCM Template export utilizes First and Last Name versus User Name

I am having problems with certain Users when exporting and then importing a modified template.  For example, I have two users named John Doe.  The first has a user name of John_Doe1 and the second user has a name of John_Doe2.  I can import the template using the User Name (John_Doe2) and everything works fine.  The problem occurs when I export a template to make changes and then try to import.  The export does not reflect the User Name (John_Doe2) but instead reflects the First & Last Name (John Doe).  When I try to import the template, even without making any changes, I get an error message.  The
