PO built with invalid chartfield

Hi,
We have found that PO with invalid chartfield builds successfuly instead of going to the sourcing workbench.

This is what happened.
1. Purchase requisition submitted
2. Inactivated the fund code
3. Financial approver approved request.
4. Requisition picked up by PO_AUTO_SRC (po auto sourcing)
5. PO built with status OPEN, budget not check
Normally, if there's any issues with a PO, it would go to the sourcing workbench.
Nav- Purchasing > Purchase Orders >Stage/Source Requests > Sourcing Workbench

I have attached a copy of the auto sourcing run control

Could someone please confirm if this is working as designed?
