XLE_REG_Code does not appear in the list of values

Hi all,
I've created a new XLE_REG_CODE as LK for Sri Lanka using Application Developer. I saved the record and bounced the Apache as well. However, when trying to create a Jurisdiction, the value i created does not appear in the LOV. What might be the reason?
