E-Business Tax Configuration issues

Hello

We are new E-Biz Tax.

We have few Issues:-

1.How can we apply multiple taxes on single PO item.( say If we have VAT and Excise duty on the same PO item).

2.How can be freight part of PO?

3.We have Configured Tax type  VAT 15% for now. But we are having problems with the Tax Rules .We 15% vat both Recoverable and Non-Recoverable Taxes.

When we apply any of these taxes at PO, we are having Zero amount Tax lines in addtions to the orginal Tax lines.

Please guide us to reslove these isuues.
