Getting Several TNS-12535: TNS:operation timed out in the database alert log

Hello

We are running Oracle11.2.0.1 on Red Hat Enterprise Linux Server release 5.8 (Tikanga).  I see several time-out messages in our alert log. Also users are getting timed-out when accessing the database using toad. There is a VPN connect required before they can access the environment.

When looking at the errors in the database, I notice different port numbers which makes me wonder if that is the issue.
