where is the dads.conf in Oracle 11g software ?

installed Oracle 11.0.2 on windows 7.  My understanding is that the PL/SQL gateway is embedded in Oracle 11.  I do see the owa packages in the database. However, I cannot find the modplsql/conf/dads.conf anywhere on the server.   Do I need to install more software ?
