11.2.0.3 database April 2013 CPU patching

We use EBS version 12.1.3 and oracle database version 11.2.0.3

I am reading the April 2013 CPU patch notes and I am confused about which patch I should apply for the database. Should I only be looking at the CPU patch 13705478, or do I need to apply SPU 16294378 as well? Please advise. Thank you very much.
