Tracing test results related to a finished good back to all tested lots

My client has a three tier BOM. the lowest level component has associated test results. The second level parent also has test results associated. the third level parent does not have test results associated since it is the result of a pack operation with no quality specifications. We need to print a COA for the third level parent that shows the test results for the second level and lowest level items. The report will show the test results if we start at the second level including the results from the low level component. It will not display any results if
