Java 7+ Doesn't Load in IE

 Hi,
Configuration:
Windows Server 2008 x64
Client PC Windows7 Enterprise x64
Oracle Fusion Middleware Forms and Reports 11.1.1.2
WLS 10.3.6
JDK 64 bit 1.7+

Using Chrome I am able to open WebUtil Demo, test.fmx and my own forms application from the application server or pc client.  When using IE 8 or IE 10 on the forms server or a client pc the IE browser pulls up a blank white screen.  I have logging/tracing enabled in the Java Console.  The console is displayed using Chrome, it is not displayed using IE.  It's seems like Java isn't loading at all with IE.

I have Active Scripting and the Scripting of Java applets enabled in the security settings in IE.  I've tried 32 and 64 bit versions of IE installed separately and both installed at the same time.
