Solution Explorer security being ignored?

Hi Community.

I have a situation with a type A security record being ignored.  *PUBLIC does not contain a type A record but my role does.  The role based record secures Fast Path.  But when I log on, either selecting the role or using it via the *ALL role default, I still have access to fast Path.  The only type A record with impact should be the record in my role.  Is it possible that it is tied to the lack of a record at *PUBLIC?
