can't update tax information on 11i POs after upgrade to R12.1.3

Hi

I have an issue after upgrade to R12.1.3  in tax informations in PO : 

 I can't update Tax informations in the POs created in 11i environnement  (before the upgrade)  but for the newly created PO in R12 the are any issues ! 

 Is there anyone who has encounter the same issue  ?  and how can we resolve it ? 

 Please Help.
