RAC IP Change - OIFCFG FAILS WITH PRIF-33: CRS-02307: PRIF-32: CRS-02306

I am trying to change my IP addresses in 2 node test RAC and getting error below with database version 11.2.0.3. 

Reference: Changing the public IP using Case III of Doc ID 276434.1:
The change involves subnet change and deleting the interface information from OCR and adding it back with correct information:.  

#oifcfg delif -global eth0/x.x.x.x

PRIF-33: Failed to set or delete interface because hosts could not be discovered
  CRS-02307: No GPnP services on requested remote hosts.
PRIF-32: Error in checking for profile availability for host devracdb01
  CRS-02306: GPnP service on host "devracdb01" not found.
PRIF-32: Error in checking for profile availability for host devracdb02
