Journal Approval in case approvers are not set in HRMS as employees or contingent workers

We have HRMS, GL, AP and AR fully implemented in the system (Release 11i) and would like to use Journal approval process to automatically approve journals in GL

All the approvers of the journal are contractors and we cannot set them up in the system as Employees or Contingent workers for business reasons.

Is it possible to use seeded Journal Approval process to approve journals without having contractors tracked in HRMS?
