Steps to create a 'Hello World' web page on Web Center Portal

 Good afternoon,

I have installed WCP 11.1.1.7 and would like to create a very simple web page, an html file to display - as a Hello World - to demonstrate success.  I AM looking at the tutorial for programmers, the users guide, etc.  Is it necessary to use JDeveloper for everything?

Does anyone know where I might find the steps to do that?

I am moving all the way up from 10g where we could create and edit portal pages through the builder.
