Window 2003R2 got probme withTIME in VM Server 3.2.3

Dear All Experts,
My Oracle VM Sever (3.2.3) was installed on Sun x3-2 (local storage), it has a window 2003R2 running but its TIME always changes after reboot or keep for a while.

Note: No NTP Server.

Please kindly give advice for this.
