How to add Item in Define Modifier Charge Names LOV?

I want to add "Local Freight Charges" Charge Names LOV. You can find this field in Define Modifer form, type is "Freight and Special charge List" tab is Discounts/Charges and Field name is Charge Name. I do not know how to add new charge name please help. Please see attached file.
