Bug 15818472 : SUNBT7201006 THREADS FAVORING CPU0 TEND TO SLOW CLOCK TICK PROCESSING

Bug 15818472 this includes the following statement:
"I had a quick look on crash and this machine has only 128 processors where clock multi tick accounting will not be in this case."
Is this suggesting that a machine with only 128 processors would not have this bug?
Also, would this bug effect lbolt (kstat unix:0:system_misc:lbolt) updating. (By this I mean would lbolt update at less than 100 times a second during the problem.)
Thanks,
GlenG
